Phil Warren

Phil has 30 years police experience. He started his career with Staffordshire Police before moving to the London Metropolitan Police in 1984.

In his role as Operations Inspector at London's Heathrow Airport he was responsible for overseeing the liaison with the UK military Special Forces, government agencies and foreign embassies. He also had the responsibility for the preparation of operation orders relating to travel arrangements for members of the Royal Family and foreign Heads of State.

He was the primary point of police liaison with over 100 airlines including British Airways and was responsible for the training of police officers for their role within BA EPIC (Emergency Procedures Information Centre).

Phil wrote and produced the Police Aircraft Accident Contingency Plan for Heathrow Airport, a guide entitled 'Hijacking - Advice to Airlines' which gave details of the UK Police response to such incidents, and a guide entitled 'Aircraft Accidents - Information to Airlines' which again gave details of the UK Police response following an accident. These guides have been circulated worldwide.

Phil also redesigned the UK national survivor record system in respect of air accidents to prevent survivors being asked the same questions repeatedly thereby increasing their anguish.

At the request of the Metropolitan Police, Phil travelled to Zurich and Geneva to consult with Swissair, the Geneva Airport authorities and the Swiss Police about their experiences in respect of the Swissair 111 accident in 1998. As a result of this work, new procedures were adopted in the UK to control the activities of certain members of the media.

He was solely responsible for initiating the first ever service level agreement between the Metropolitan Police (Family Liaison Officers) and an airline (bmi british midland) which was signed in 2001 and which effectively combined the two groups to work together for the benefit of the families and relatives. Many other international airlines indicated a desire to establish similar agreements.

On retiring from the police service in 2001 Phil joined Aviem International, Inc a US based emergency response company as their Vice President UK & Europe and for five years worked closely with the mass transportation industry worldwide.

Notably since late 2001 he worked closely with the UK rail industry in establishing a national network of trained Care Teams based on the airline model.

Following the terrorist bombings in London on the 7th July 2005 Phil assisted Transport for London and London Underground in co-ordinating the humanitarian response to these atrocities. As a result he received a personal thank you from the CEO of London Underground.
